We are not aware of any state or federal laws that would require advance notice of a bank closing on the Fourth of July, though many banks choose to provide notice of holiday closings as a courtesy to their customers. Illinois banks are permitted to remain closed as follows: (1) on any holiday listed in the Illinois Promissory Note and Bank Holiday Act (which may not include all federal holidays); (2) on any day that the Governor of Illinois designates as a legal holiday; (3) on any day that the Director of Banking declares as an emergency under the Illinois Banking Emergencies Act205 ILCS 630/17.

The IDPFR has published a list of holidays for Illinois banks on its Bank and Thrift Supervision webpage, but it has not yet uploaded a schedule for 2013.
