ATM Fees Prohibited Beginning July 1, 2015, for EPPICard Child Support Payments

Beginning on July 1, 2015, Illinois law will prohibit charging ATM fees for transactions involving an EPPICard, which is a general use reloadable card issued by the State of Illinois for child support payments. These cards are similar to Link Cards, which are issued by the Illinois Department of Human Services to individuals who receive public aid assistance, and which also benefit from a prohibition on ATM fees. As with Link Cards, financial institutions must ensure that their Illinois ATMs will not charge a fee for EPPICard transactions. Based on information provided to the IBA by Xerox, which currently runs the EPPICard program, ATMs should be able to recognize EPPICards using the universal EPPICard “bank identification number,” or “BIN.” The BIN for EPPICards is 515091. ATMs programmed with the EPPICard BIN should be able to recognize the cards and refrain from charging fees for those cards.

In addition, Illinois law prohibits charging ATM fees for transactions involving a Link Card. The BIN for Illinois Link Cards is 601453.
